Photoshop isn't always about making people look better or adding in effects to images and adding things to an image that aren't really there. In this tutorial, this photo was made to actually be a base for he paining they were going to work on. First, they scanned a sketch of lips into photoshop and added many colors and layering to make it look more "realistic", then he painted it to give it more layers and make it look.. cooler. yeah.
